Pakistan and India Exchange Nuclear Installation and Prisoner Lists

ISLAMABAD: Pakistan and India have exchanged lists of their respective nuclear installations and facilities, as well as lists of prisoners held in each other's custody, in adherence to longstanding bilateral agreements. The exchange of nuclear information is part of an agreement aimed at preventing attacks on such facilities, while the prisoner lists are shared semi-annually under a separate consular agreement.

According to Radio Pakistan, the exchange of nuclear installation lists is in compliance with the Agreement on Prohibition of Attacks against Nuclear Installations and Facilities, which was signed on December 31, 1988, and came into force on January 27, 1991. This agreement mandates that both countries inform each other of their nuclear sites annually on January 1. The Pakistani Ministry of Foreign Affairs handed over its list to the Indian High Commission representative in Islamabad, while the Indian Ministry of External Affairs did the same with a Pakistani representative in New Delhi. This practice has been ongoing since January 1, 1992.

In addition to nuclear information, Pakistan and India also exchanged lists of prisoners as per the Consular Access Agreement of 2008. This agreement requires the biannual exchange of prisoner lists on January 1 and July 1. Pakistan provided India with a list of 266 Indian prisoners, including 49 civilians and 217 fishermen currently detained in Pakistan. Meanwhile, India shared a list of 462 Pakistani prisoners, comprising 381 civilians and 81 fishermen, held in Indian jails.

The Pakistani government has called on India to release and repatriate all Pakistani prisoners who have completed their sentences and whose national statuses have been confirmed. Of particular concern are 52 civilian prisoners and 56 fishermen who have served their time in Indian prisons. Additionally, Pakistan has requested consular access to 38 missing defense personnel from the 1965 and 1971 wars, who are believed to be in India. The Pakistani government has also urged India to ensure the safety and well-being of all Pakistani or presumed Pakistani prisoners awaiting release and repatriation.
